Increases the direct contract award threshold for small businesses, small targeted group businesses, veteran-owned small businesses, and businesses in economically disadvantaged areas from an unspecified amount to $25,000, including extension options.

Allows the commissioner to designate purchases directly to any combination of small business categories (small businesses, small targeted group businesses, veteran-owned small businesses, or economically disadvantaged area businesses) if at least three businesses across two or more disadvantaged categories are likely to respond.

Extends subcontracting goal authority to allow the commissioner to require prime contractors to subcontract with any combination of the four small business categories, rather than limiting to single categories.

Maintains the six percent bidding preference for small targeted group businesses and veteran-owned small businesses, with veteran-owned small businesses receiving no less preference than any other group.

Clarifies that all procurement laws and rules apply equally to procurements involving any combination of small business categories under the program.
