Expands the definition of "killed in the line of duty" to include deaths from heart attack, stroke, or vascular rupture if the officer was engaged in nonroutine stressful or strenuous physical activity while on duty or within 24 hours of such engagement, with a presumption in favor of the officer unless rebutted by competent medical evidence.

Adds State Patrol officers assigned to Capitol security or commercial motor vehicle law enforcement (other than state troopers) to the definition of "public safety officer" eligible for death benefits.

Modifies Minnesota Statutes section 353.01, subdivision 43 to define "line of duty death" as either deaths occurring while performing protective duties with inherent dangers specific to police and fire positions, or deaths meeting the requirements of sections 299A.41 to 299A.46 as determined by the commissioner of public safety.

Adopts definitions from the federal Hometown Heroes Comprehensive Survivors' Benefits Act of 2003 for public safety officer death benefits.

Effective the day following final enactment.
