Commissioner of education must submit a report to the legislature by January 1, 2017 addressing whether to replace the Minnesota Comprehensive Assessments (MCAs) administered to high school students with a nationally recognized college entrance exam.

Report must include the commissioner's reasoning and recommendation regarding the proposed replacement.

If recommending replacement of MCAs, the report must specify which nationally recognized college entrance exam should be used, the grade or grades for administration, and the associated costs.

Report is directed to chairs and ranking minority members of legislative committees with jurisdiction over kindergarten through grade 12 education.
