Prohibits school bus drivers from loading or unloading passengers in designated right-turn lanes or immediately adjacent lanes unless a school bus stop is officially designated by the district transportation safety director in that location.

Requires drivers stopping in right-turn lanes to position the bus at the extreme right side of the lane and activate prewarning flashing amber signals, flashing red signals, and stop-arm signals during loading and unloading.

Allows school boards or their designees to direct drivers in writing not to activate the required signals based on safety considerations.

Permits local authorities and Indian tribe governing bodies to require school buses to activate stop-signal arm systems and flashing red signals at off-street locations through ordinance, provided adequate signage is posted.

Effective date of August 1, 2016 for the main provisions, with the commissioner of public safety required to amend Minnesota Rules part 7470.1000, subpart 2 for consistency using good cause procedures.
