Increases payment rates for primary care services under medical assistance by 5 percent effective July 1, 2016, over the rate in effect on June 30, 2016.

Requires managed care plans and county-based purchasing plans to pass on the full amount of the 5 percent rate increase to providers for primary care services rendered on or after January 1, 2017.

Defines "primary care services" as preventive medicine visits or family planning visits billed by physicians, advanced practice registered nurses, or physician assistants in family planning agencies, general practice, general internal medicine, general pediatric, general geriatric, or family medicine practices.

Appropriates funds from the health care access fund to the commissioner of human services in fiscal year 2017 for the payment increase, with appropriation bases continuing in fiscal years 2018 and 2019 (specific amounts left blank in bill).
