Reduces the restitution value threshold triggering seizure of all game and fish licenses from $5,000 to $1,000 when wildlife is unlawfully taken, possessed, or transported.

Modifies license revocation periods: increases revocation to 10 years for violations with restitution value of $2,000 or more; maintains 5-year revocation for violations with restitution value of $1,000 to $1,999.

Creates exception for threatened or endangered species violations, which do not trigger penalties unless more than one animal is taken, possessed, or transported in violation.
