Amends Minnesota Statutes section 383B.142 to expand the county board's delegation of purchasing powers to include job order contracting authority up to section 383B.1511.

Establishes job order contracting authority for Hennepin County for construction projects not exceeding $250,000, using a prequalified contractor registry with minimum bid requirements ranging from two bids ($50,000 or less) to four bids ($100,000-$250,000).

Requires the county to reserve up to 75 percent of the qualified contractor registry for certified small business enterprises, including minority-owned, women-owned, and veteran-owned businesses, with the remaining 25 percent available to qualified businesses of any size.

Authorizes firms to submit qualifications for contractor registry placement at least every 24 months and requires the county to develop a system ensuring reasonable bidding opportunities for all qualified contractors.

Extends the holding period for Hennepin County energy forward pricing transactions from 24 months to 60 months from the trade date, while maintaining the requirement that forward pricing not exceed estimated county energy usage.

Sets the job order contracting authority to expire December 31, 2019, with reporting requirements to legislative committees beginning January 15, 2018, and biennially thereafter.
