Adds inflammatory bowel disease, including Crohn's disease, as a qualifying medical condition for the medical cannabis registry program

Allows the commissioner to approve additional medical conditions beyond those listed in statute

Changes pharmacist distribution requirement from "distribute" to "give final approval for the distribution" of medical cannabis to patients

Permits pharmacist consultations to be conducted remotely via videoconference if the employee can confirm patient identity, the consultation occurs at a distribution facility, and telemedicine privacy requirements are met

Allows transport vehicles carrying medical cannabis to be staffed with only one employee when transporting to certified laboratories for testing or to disposal facilities; requires minimum two employees for all other transport purposes
