Prohibits the Department of Corrections commissioner from contracting with privately owned and operated prisons, effective immediately upon enactment.

Requires all state prison inmates to be housed in facilities owned and operated by the state, a local unit of government, or a group of local units of government, effective July 1, 2016.

Prohibits county sheriffs from allowing jail inmates to be housed in privately owned and operated facilities, effective August 1, 2016.

Prevents county boards from authorizing sheriffs to contract with privately owned and operated prisons for inmate care, custody, and rehabilitation, effective immediately upon enactment.

Maintains existing restrictions on closing Minnesota Correctional Facility-Stillwater or Minnesota Correctional Facility-St. Cloud without legislative approval.
