• Amends Minnesota Statutes section 80E.13 to regulate unfair practices by motor vehicle manufacturers, distributors, and factory branches toward franchised dealers

• Adds new prohibition (clause q) against charging back, withholding payment, denying vehicle allocation, or taking adverse action when a dealer sells a vehicle that is later exported, unless the manufacturer can prove the dealer knew or should have known of the export intent

• Provides rebuttable presumption that a dealer did not know or should not have reasonably known a vehicle would be exported if the vehicle is titled and registered in any U.S. state

• Maintains existing protections including prohibitions on unfair discrimination, unreasonable performance standards, arbitrary area reductions, and restrictions on dealership transfers
