Awards grants to establish up to four college readiness academies as partnerships between ABE programs and Minnesota State Colleges and Universities, with one grant reserved for the International Institute of Minnesota; remaining grants based on program capacity, need, and geographic balance.

Provides grants to establish four contextualized GED or adult diploma programs connected to ABE consortiums and the Department of Employment and Economic Development, with one grant designated for Summit Academy OIC.

Funds eight ABE programs to provide navigating and advising support services including career exploration, personalized learning plans, postsecondary registration assistance, and resolution of barriers such as mental health and domestic abuse issues.

All grant recipients must file annual progress reports by July 1 detailing services implemented, participants served, and outcomes achieved.

Appropriates $1,200,000 for college readiness academies, $1,200,000 for contextualized GED or adult diploma programs, and $800,000 for ABE navigating and advising support services, all for fiscal year 2017.
