Creates the Ramsey County Economic Development Authority as a public body corporate and politic with powers under Minnesota Statutes chapters 469 and housing and redevelopment authority provisions.

Grants Ramsey County the powers and duties of a city, the county board the powers and duties of a governing body, and the county board chair the powers and duties of a mayor for purposes of applying chapter 469.

Requires the county authority to notify home rule charter or statutory city authorities by January 31 each year of planned activities within their jurisdictions and obtain local approval before undertaking projects.

Establishes the authority with seven commissioners appointed by the county board, each serving one-year terms with vacancies filled for the remainder of the term.

Becomes effective the day after Ramsey County's governing body and chief clerical officer complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
