Authorizes school districts to designate a transportation safety director to act as a school bus flagger on streets or highways with posted speed limits of 35 miles per hour or less to stop traffic while school buses safely enter or exit school property.

Requires drivers to stop vehicles when directed by a school bus flagger and only proceed upon instruction from the flagger or a police officer.

Establishes that failing to stop for a school bus flagger constitutes a petty misdemeanor offense.

Directs the commissioner of public safety to establish safety and equipment standards for school bus flaggers, including training, safety equipment, and high-visibility apparel requirements.

Updates evidentiary presumption provisions to include school bus flagger violations alongside existing school bus stop violations.
