Appropriates unspecified funds in fiscal year 2017 from the general fund to the commissioner of public safety for a grant to the Voice of East African Women for a youth and family antiviolence outreach program.

Program identifies behaviors indicating vulnerability to bullying, domestic abuse, interfamily violence, community violence, and recruitment by extremist organizations among East African youth.

Develops and implements strategies to reduce abusive and bullying behaviors and factors such as family dysfunction and cultural disengagement that make East African youth vulnerable to extremist recruitment.

Provides communication programs, protective skills training, culturally appropriate counseling, after-school and summer youth programs, financial planning assistance, employment counseling, and job training services in collaboration with law enforcement, public agencies, interfaith organizations, and community groups.
