Authorizes streamlined rulemaking procedures for the Commissioner of Natural Resources to adopt expedited rules on invasive species designations, fish spawning areas, and hunter/angler selections using expedited processes under section 14.389.

Exempts tribal band members with valid tribal identification cards from wild rice harvesting license requirements, and allows residents under 18 to harvest wild rice without a license if accompanied by a licensed harvester.

Establishes a Lake Minnetonka pilot program allowing service providers to return zebra mussel-infested water-related equipment to the same lake after seasonal storage or repair, with $50,000 surety bond requirement and expiration on December 1, 2018.

Prohibits the Commissioner of Natural Resources from introducing muskellunge to additional waters or stocking previously unstocked waters until August 1, 2020.

Increases civil penalties for aquatic invasive species violations, including new penalties of $250 for failing to comply with decontamination orders and $25 for incomplete offender training, with double penalties for repeat offenders.
