Declares all federal acts, laws, orders, rules, or regulations regarding personal firearms, firearm accessories, and ammunition to be invalid and unenforceable within Minnesota state boundaries.

Prohibits state agencies, political subdivisions, and their employees from enforcing federal firearms regulations, providing assistance to federal agencies in firearm enforcement, or using state funds to aid federal firearm enforcement activities.

Denies state funding to political subdivisions that adopt rules or policies violating the prohibition on federal firearm law enforcement for the fiscal year following a final judicial determination of intentional violation.

Requires state and local employees who knowingly violate the prohibitions to be deemed resigned and ineligible for any paid or unpaid state position; prevents corporations or service providers that violate the prohibitions from working on behalf of the state or its subdivisions.

Becomes effective the day following final enactment.
