Appropriates $1,250,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of St. Joseph for constructing a pedestrian bridge over County Road 75 in Stearns County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,250,000 to provide the appropriated funds.

Bond issuance and sales procedures governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
