Creates a Student Discipline Working Group to review Minnesota's Pupil Fair Dismissal Act (Minnesota Statutes sections 121A.40 to 121A.56) and related student discipline provisions.

Working group must submit written recommendations to legislative education committee chairs and ranking minority members by February 1, 2017, addressing disciplinary policies, practices, procedures, and effects on student outcomes.

Working group must analyze: student removal/suspension/expulsion data disaggregated by race, ethnicity, poverty, disabilities, homelessness, English language proficiency, gender, age, and foster care status; the meaning of "willful" in dismissal grounds; student misconduct impacts on teacher safety; school resource officer roles; and best practices for school discipline.

Comprises 18 members appointed by June 1, 2016, by executive directors of specified organizations including school boards, administrators, teachers, peace officer standards board, disability rights groups, mental health organizations, and educators.

Working group expires February 2, 2017; members receive no expenses or per diem payments; Commissioner of Education provides technical and administrative support.
