Commissioner of Management and Budget shall develop equity impact notes for proposed legislation upon request by committee chairs or ranking minority members if enactment could significantly increase or decrease disparities, with completion required within 10 days.

Equity impact notes must estimate whether proposed legislation will increase or decrease disparities based on available data and identify data gaps, with consultation from the Council for Minnesotans of African Heritage, Minnesota Council on Latino Affairs, Council on Asian-Pacific Minnesotans, and Indian Affairs Council.

State agencies must certify to the Commissioner of Human Rights by June 30 and December 15 each year the actions taken to decrease existing disparities in administering laws and programs.

Commissioner of Human Rights must evaluate agency actions and provide an annual report by February 15 to legislative committees detailing agency certifications, recommendations, and suggested legal changes to decrease disparities.

Each change item in the governor's budget proposal requesting new or increased funding must include a succinct analysis of whether the funding is likely to increase or decrease disparities.
