Establishes a statewide school-based dental sealant program administered by the commissioner of health to improve preventive dental services for school-aged children ages 6-9, with focus on low-income students and those enrolled in public health care programs or uninsured.

Authorizes the commissioner to award grants to nonprofit organizations to expand existing school-based sealant programs and create new programs in underserved high-risk schools identified through data analysis.

Requires the commissioner to develop and implement a pilot program in five designated communities of color or recent immigrant communities (with at least two in nonmetropolitan areas) to increase awareness and early preventive dental intervention for infants and toddlers.

Requires the commissioner to submit reports by March 15, 2018 describing the implementation plan, data tools developed, outcome measures, number of grants awarded, participating school locations, and evaluation results for both programs.

Appropriates unspecified amounts from the general fund in fiscal year 2017 to the commissioner of health for implementation of the statewide sealant program and the infant/toddler pilot program.
