Amends Minnesota Statutes 2014, section 517.04 to add current members of the legislature who have subscribed to the oath of office to the list of persons authorized to solemnize civil marriages

Maintains existing authorization for judges, retired judges, court administrators, court commissioners, religious ministers, and other specified individuals to perform civil marriages throughout Minnesota

Requires individuals performing civil marriages to be at least 21 years of age

Specifies that the Office of Administrative Hearings is included in the definition of "court of record" for purposes of this statute
