Establishes a new state grant program to provide supplemental funding to Minnesota postsecondary institutions operating federally-funded TRIO Student Support Services programs.

Grant amounts distributed proportionally based on each institution's federal grant aid received, distributed by September 1 annually to eligible applicants.

Supplemental grants may support academic advising, tutoring, financial aid counseling, and direct student aid, including extending aid beyond the second year of enrollment.

Institutions receiving grants must submit annual outcome reports by October 15 detailing student enrollment numbers, persistence/retention rates, and graduation rates.

Appropriates $5,000,000 from the general fund in fiscal year 2017 to the commissioner of higher education for supplemental grants.
