Reduces alternative teacher compensation aid for intermediate school districts and cooperatives from $3,000 to $1,050 per licensed teacher employed.

Establishes teacher development and evaluation aid for intermediate school districts and cooperatives at $1,950 per licensed teacher employed.

Sets principal compensation aid at $1,050 per licensed principal and principal development and evaluation aid at $1,950 per principal for participating districts and schools.

Caps state total basic alternative teacher compensation aid entitlement at $88,118,000 for fiscal year 2017 and later.

Appropriates $78,331,000 for fiscal year 2016 and $87,147,000 for fiscal year 2017 for teacher development, evaluation, and alternative compensation aid programs.
