Authorizes the Capitol Preservation Commission to solicit gifts, grants, and donations from private and public sources to fund Capitol building restoration and preservation.

Allows the commissioner of administration to expend appropriated money for these purposes in the same manner as private persons, firms, corporations, and associations make expenditures.

Establishes a State Capitol preservation account in the special revenue fund to receive all gifts, grants, or donations, with money appropriated to the commissioner of administration for commission activities and predesign plan implementation.

Exempts gift acceptance procedures under Minnesota Statutes sections 16A.013 to 16A.016 from applying to this funding mechanism.

Adds a new duty requiring the commission to develop and implement a plan to reopen the Minnesota State Capitol and reintroduce it to Minnesota citizens.
