Requires the Department of Human Services commissioner to publish financial and waiting list information for disability home and community-based waiver programs on the department's website, updated at least monthly.

Mandates quarterly waiting list reports beginning August 1, 2016, including data on persons screened and waiting by urgency category, those beginning services, those leaving without services, and time from funding approval to service agreement.

Requires an annual report by December 1 compiling the previous four quarters of waiting list data, financial information, and lists of county and tribal agencies requiring corrective action plans or having resources reallocated.

Directs the governor to consider including a proposal in the 2018-2019 Department of Human Services budget for establishing rate floors for home and community-based waiver services.

Repeals the requirement for the commissioner to submit implementation reports by February 15, 2018 and February 15, 2019.
