Commissioner of Human Services must seek federal waiver authority to allow individuals with income above MinnesotaCare's maximum eligibility limit to purchase MinnesotaCare coverage as an alternative to MNsure or individual health plans.

Commissioner must seek waiver authority to permit eligible individuals purchasing the MinnesotaCare option to use advanced tax credits and cost-sharing credits.

MinnesotaCare purchase option must be offered through MNsure as a coverage option comparable to qualified health plans.

Purchase option must include annual per-enrollee premium rates similar to managed care rates, MinnesotaCare benefit set, enrollment limited to MNsure's annual open enrollment periods, actuarial value no lower than 87 percent, and reimbursement mechanisms to address impacts to MNsure and MinnesotaCare.

Commissioner must report to legislative health and human services committees by March 1, 2017, on federal waiver progress and actuarial analyses; any state financial contribution requires separate legislative approval.
