Amends Minnesota Statutes 2014, section 216C.20, subdivision 3, to allow the commissioner of commerce to grant exemptions to the prohibition on heating enclosed commercial parking facilities constructed after January 1, 1978.

Exemptions may be granted when commercial parking is integrated within a facility that has both public and private uses.

Exemptions require that the benefits to taxpayers of the exemption exceed the costs and that all appropriate energy efficiency measures have been considered.

Maintains existing prohibition on heating enclosed parking facilities for three or more motor vehicles, except for incidental heating from building exhaust air after substantially all useful heat has been removed.
