• Amends Minnesota Statutes section 243.166, subdivision 1b to add attempted hiring of minors for prostitution to sex offender registration requirements for persons convicted or adjudicated delinquent of such offenses.

• Adds three new subsections to Minnesota Statutes section 609.324, subdivision 1 criminalizing hiring, offering, or agreeing to hire minors for sexual services, with separate penalty tiers based on victim age: under 13 years (up to 20 years imprisonment or $40,000 fine), 13-15 years (up to 10 years or $20,000 fine), and 16-17 years (up to 5 years or $10,000 fine).

• Includes provisions for attempted hiring and cases where the defendant reasonably believes the individual is under the specified age threshold.

• Both amendments are effective August 1, 2016 and apply only to crimes committed on or after that date.
