Establishes civil liability for persons convicted of participating in an unlawful assembly under section 609.705, being present at an unlawful assembly under section 609.715, or committing a public nuisance under section 609.74.

Defines "civilly liable for public safety response costs" as liability to a state agency or political subdivision for costs incurred in responding to the unlawful assembly or public nuisance.

Prohibits fines paid by a defendant from the same violation from being applied toward payment of the civil liability imposed under this section.

Authorizes state agencies and political subdivisions to bring civil actions to recover the liability and related legal, administrative, and court costs using standard civil action procedures.
