Mandates at least one hour of annual training focus on children's mental health issues and treatment for foster family license holders, caregivers, and foster residence staff.

Requires one hour of training on fetal alcohol spectrum disorders within the first 12 months of licensure, with subsequent training counting toward the 12 hours of required annual in-service training.

Exempts short-term substitute caregivers from all training requirements.

Requires the commissioner of human services to approve all training curriculum.
