MN.IT must contract with an independent organization experienced in evaluating large information technology platforms to conduct an evaluation of MNsure's operations and performance during the open enrollment period ending January 31, 2016.

The evaluation must assess enrollment trends, percentage of enrollees accessing tax credits, effectiveness of consumer outreach strategies, and adequacy of MNsure's financing.

The evaluation must compare MNsure's consumer enrollment experience with the federal healthcare platform and other state-based marketplace platforms, and report on MNsure's progress meeting benchmarks in its information technology development and modernization plan.

The evaluation must examine how well MNsure subsidies and initiatives reduce coverage gaps, promote continuous health care coverage, and achieve better health outcomes.

MN.IT must submit evaluation results and findings to the MNsure Legislative Oversight Committee and relevant legislative committees by January 15, 2017.
