Establishes a grant program for targeted home visiting programs that promote early childhood literacy for children ages 16 months to four years.

Appropriates $350,000 for fiscal year 2016 and $1,100,000 for fiscal year 2017 to support these programs.

For fiscal year 2016 only, grant funds must be awarded to the parent-child home program for use at its existing suburban location, with expansion to urban and rural locations in 2016 and 2017.

Beginning in fiscal year 2017, organizations may apply to the commissioner of education for grants with priority given to evidence-based early literacy programs serving the target age group.

Grant recipients must submit annual reports by January 15 to the commissioner of education and legislative committees with kindergarten through grade 12 education jurisdiction.
