Increases collaborative urban educator grant program funding from $780,000 in 2016 to $880,000 in 2017.

Raises individual grant allocations from $195,000 to $220,000 annually for each of four programs: Southeast Asian teacher program at Concordia University, collaborative urban educator program at University of St. Thomas, Center for Excellence in Urban Teaching at Hamline University, and East Africa Student to Teacher program at Augsburg College.

Requires each grant recipient to spend $25,000 annually and report by March 1 to the commissioner on the number and percent of graduates from the three preceding school years currently teaching full-time in Minnesota school districts or charter schools.

Mandates grant recipients include instruction on African American history, culture, and heritage in content and methods courses and student teaching practicums using a program developed by a recognized teachers' forum.

Requires institutions to submit detailed annual reports by January 15 showing funds used, number of teachers prepared, and demographic diversity of each teacher cohort.
