Increases maximum relocation payment assistance from the manufactured home relocation trust fund from $4,000 to $7,000 for single-section homes and from $8,000 to $12,500 for multisection homes.

Raises the maximum purchase/buyback amount when relocation fails from $5,000 to $8,000 for single-section homes and from $9,000 to $14,500 for multisection homes.

Increases the annual assessment on manufactured home park owners from $12 to $15 per licensed lot when fund balance falls below $1,000,000, allowing park owners to recoup via monthly fees increased from $1 to $1.25 per resident.

Modifies the appraisal process for home buybacks to clarify that tax market value averaged over five years can substitute if appraised market value cannot be determined.

Allows manufactured home owners to receive the greater amount of assistance under either current law or local ordinances in effect as of May 26, 2007.
