Creates a new "General Education Disparity Aid" program for school districts among the largest ten statewide that have below-average revenue and are located partially within the seven-county metropolitan area.

Eligible school districts receive aid equal to 5 percent of the average general education revenue per pupil unit of the largest ten school districts, but only if their revenue falls below 92 percent of that average.

Adds general education disparity aid as a new component (item 9) to the formula for calculating a district's total general education aid beginning in fiscal year 2017.

Changes the effective date reference in the general education aid calculation from fiscal year 2015 to fiscal year 2017 and later.

Effective for revenue in fiscal year 2017 and later.
