Appropriates $925,000 to Special School District No. 1, Minneapolis for fiscal years 2016 and 2017 for general education development fast track and adult diploma programs, with a base of zero for fiscal year 2018.

Funds must be spent on outreach, instruction, digital literacy training, contextualized adult literacy and career readiness training, testing fees, incentive stipends to participants, and related expenditures in collaboration with the Unity Opportunity Collaborative and other community partners.

Requires Special School District No. 1 to submit a report by February 15, 2018 to the Commissioner of Education and relevant legislative committee chairs and ranking minority members detailing program activities, expenditures, and outcomes.

Report must include general education development and adult diploma enrollment, attainment, and completion rates, disaggregated by race.
