Establishes new accountability measures for charter schools serving at-risk students, applying when at least 70% of enrolled pupils are eligible for the graduation incentives program under section 124D.68.

Requires charter school contracts to include performance evaluation based on 30% longitudinal student achievement and growth on nationally or state-normed assessments for students continuously enrolled at least 120 school days.

Mandates 40% of performance evaluations based on demonstrated growth in any four postsecondary and workforce readiness measures, including graduation rates, dropout rates, college entrance exam participation, course credit completion, and dual enrollment credits.

Requires 30% of performance evaluations based on student engagement measures including attendance rates, truancy data, dropout persistence, and character and social competency assessments.

Effective for the 2016-2017 school year and later, with charter contracts for eligible schools based on student academic, career and college readiness, and student engagement performance measures.
