Creates a centralized voluntary database administered by the Minnesota Commissioner of Human Services where adults can request to be denied firearms permits and prohibited from purchasing firearms for a self-determined period of time.

Enables law enforcement officers, family or household members, or guardians to petition courts for "gun violence protective orders" that prohibit respondents from possessing firearms if they pose a significant danger to themselves or others, with orders lasting 6 months to 2 years.

Allows individuals in the voluntary database or subject to protective orders to temporarily or permanently transfer their firearms and ammunition to law enforcement agencies or federally licensed firearms dealers, with law enforcement or dealers authorized to charge reasonable storage fees.

Requires local law enforcement to take immediate possession of firearms when emergency protective orders are issued and allows temporary access to firearms for sporting activities only with written physician consent and court approval.

Creates criminal penalties including misdemeanor charges for filing false protective order petitions and for possessing firearms while prohibited by a protective order, with violators prohibited from possessing firearms for five years.
