Directs the Minnesota Commissioner of Education to develop, publish, and oversee a comprehensive data security plan protecting student personally identifiable information and education/workforce data maintained by public schools, school districts, and state agencies.

Requires the plan to include guidelines for authorizing and authenticating access to the Statewide Longitudinal Education Data System and other student data systems, with sanctions for non-compliance by employees, contractors, grantees, researchers, and vendors.

Mandates minimum privacy compliance standards incorporating background checks, training, physical and technical safeguards, and privacy and security agreements for all personnel with access to student data.

Establishes requirements for regular privacy and security compliance audits and data retention, storage, disposal, and security policies including data breach response procedures and mitigation plans.

Requires the Commissioner to develop the plan using existing Department of Education resources and prohibits implementation until the plan receives legislative approval.
