Modifies the definition of "eligible project" to include projects generating economic development within five years or less, or facilitating preparation of long-term economic development within a host community.

Expands "economic development" to include six criteria: job creation (including construction and temporary jobs), increased tax base, ability to attract private investment, long-term economic development, public infrastructure or transportation improvements, and other objective criteria established by the commissioner demonstrating public benefit.

Defines "host community" as a city in the seven-county metropolitan area that operates a waste disposal facility meeting state standards and accepts unprocessed mixed municipal solid waste.

Changes grant allocation criteria from prioritizing projects based on cost-benefit analysis providing highest return on public investment to requiring the commissioner allocate available money between host communities as evenly as practicable.
