Establishes 90-day waiting period before issuing limited licenses to individuals whose licenses were suspended or revoked for DWI involving controlled substances or Schedule I or II controlled substances, if the violation occurred within ten years of a prior impaired driving conviction or was the third impaired driving offense.

Authorizes the commissioner to issue limited licenses to persons whose licenses were suspended or revoked for violations of section 169A.20, subdivisions 1, clause (2), (3), or (7) (impaired driving offenses not involving alcohol).

Excludes persons convicted of DWI offenses involving controlled or hazardous substances or Schedule I or II controlled substances from being defined as "program participants" in the ignition interlock device program.

Modifies existing provisions regarding waiting periods for first-time DWI offenders (15 days) and serious vehicular offense offenders (one year) before limited licenses can be issued.
