SF3001 Summary

• Creates the governor's Workforce Development Board with 49 voting members and 12 nonvoting members representing businesses, labor organizations, community-based organizations, state agencies, and education to serve as Minnesota's state workforce development board under federal law.

• Modifies Greater Minnesota Business Expansion program requirements to remove the one-year operation requirement before applying and allows agricultural processing facilities to file applications with county auditors instead of city clerical officers.

• Amends workforce development outcome reporting requirements to track participant employment, wages, training completion, and credential attainment over eight consecutive quarters following program exit, with reporting to legislature by December 31 of each even-numbered year.

• Expands Minnesota Job Creation Fund benefits for large capital investment projects ($25 million+) to allow up to $1,000,000 in capital rebates and $1,000,000 in job creation awards, and permits grant agreements outside the metropolitan area to extend up to seven years.

• Repeals the previous Workforce Development Council statute and requires initial appointments to the new board by August 1, 2016, with the first meeting by September 1, 2016.
