Establishes two-year timeline for erecting required fencing, barriers, and signs after county mine inspector directs their installation.

Requires fee owners to erect fencing and safety measures if the mine has been abandoned or if the mining company no longer exists, with county authority to abate the nuisance and assess costs to the property under section 429.101 if the fee owner fails to act.

Clarifies exemptions from safety requirements for property owned by the Office of the Commissioner of Iron Range Resources and Rehabilitation, municipal parks and recreational areas, and properties used for economic development under chapter 469.

Makes it a misdemeanor for workers, employees, or other persons to open, remove, or disturb required fences, guards, barriers, signs, or rails without properly closing or replacing them; establishes theft penalties under section 609.52 for those committing theft of such safety equipment.
