SF 3015 Summary

• Removes requirement that school districts requesting group health insurance proposals must send at least one request to an administrator governed by chapter 43A.

• Extends maximum contract length for school district group health insurance from two years to five years, unless the exclusive representative of the largest employment group and school district agree otherwise.

• Maintains four-year maximum contract length for group health insurance negotiated through service cooperatives governed by section 123A.21.

• Exempts certain self-insured school districts (those self-insured on or before enactment, those with more than 1,000 insured lives, or those that adopted a motion by May 14, 2014 to establish a self-insured plan effective July 1, 2014) from the requirement to request proposals from chapter 43A administrators.
