Increases the capital construction or remodeling project threshold from $400,000 to $1,000,000 for districts to begin school before Labor Day.

Districts with cooperative agreements under sections 123A.30, 123A.32, or 123A.35 with a qualifying district may begin school before Labor Day.

Districts may start school before Labor Day if they agree to the same schedule with a school district in an adjoining state.

Maintains existing exemptions for summer learning programs, flexible learning year programs, and learning year programs authorized under state law.

Teachers' workshops may continue to be held before Labor Day regardless of the school calendar start date.
