Prohibits state agencies from procuring goods or services from persons required to disclose conflict mineral information under federal law who fail to file disclosure, have unreliable determinations, or file false information.

Defines conflict minerals as columbite-tantalite (coltan), cassiterite, gold, wolframite, or their derivatives determined under federal law to finance human conflict originating in the Democratic Republic of the Congo or neighboring countries.

Requires state agency commissioners, heads, or chief administrative officers to provide notice of these requirements in any solicitation for goods or services.

Creates new law in Minnesota Statutes, chapter 16C, establishing conflict-free minerals procurement standards.
