Establishes new student online personal protection requirements in Minnesota Statutes chapter 125B for operators of websites, online services, and applications used primarily for K-12 school purposes.

Prohibits operators from engaging in targeted advertising using student data, amassing behavioral profiles on students, or selling/renting student information without exception.

Requires operators to implement reasonable security procedures to protect student data and delete covered information upon request by schools or districts unless student or parent consents to retention.

Permits limited data uses for legitimate research, educational improvements when data is de-identified, recommendation engines for educational content, and legally-required disclosures or law enforcement requests.

Effective August 1, 2016; does not apply to general audience websites, restrict adaptive learning uses, impose duties on app stores or internet service providers, or prevent students from downloading their own data.
