Establishes a 15-member School Finance Task Force appointed by July 1, 2016, with five members each appointed by the governor, House Education Finance Committee, and Senate Education Committee.

Task force must publicly adopt goals for Minnesota's school funding system, identify specific formula changes, and recommend reforms to make school finance more equitable and efficient, examining at minimum regular instruction, special education, and facilities funding.

Commissioner of education must convene the first task force meeting by August 1, 2016, and provide technical assistance and support to members upon request.

Task force must submit recommendations by January 1, 2017, and again by January 1, 2019; commissioner must report to education committees within two weeks of the governor's budget proposal which portions further task force goals.

Task force sunsets the day after submitting its final report; appropriates unspecified general fund amount to the commissioner of education in fiscal year 2017 for task force operations.
