Commissioner of human services shall develop a request for information to assess the feasibility of a private vendor providing technology functionality for MNsure's individual market and SHOP marketplace.

Request shall seek options for a privately run automated system using existing off-the-shelf products, customized solutions, or both.

System must include core functions: eligibility and enrollment, plan management, consumer outreach and assistance, and ability for consumers to compare and select qualified health plans.

System must have account transfer functionality compatible with the state's Medicaid and MinnesotaCare eligibility and enrollment system.

Commissioner shall report results of the request for information and analysis of the privatized marketplace option, including estimated costs, to the governor and legislature.
