Increases the width of road right-of-way that may be mowed at any time from 8 feet to 15 feet (or a single pass of mowing equipment, whichever is less) away from the road surface or shoulder.

Requires persons to obtain a permit from the commissioner of transportation to mow, hay, burn, or till on trunk highway right-of-way.

Establishes that entire right-of-way may be mowed after July 31, but from August 31 to July 31, may only be mowed if necessary for safety and cannot be mowed below 12 inches from August 1 to March 31.

Allows mowing from April 1 to July 31 only for transportation purposes (safety, construction, maintenance, survey) and permits haying before August 1 during USDA drought disaster declarations.

Creates a petty misdemeanor offense for violating mowing restrictions or permit terms, enforceable by peace officers, with civil damage recovery available under Minnesota law; penalty effective August 1, 2017.
